BIS認証のご相談Exporting to India — manufacturers abroad
- Find out whether your product is under a BIS Quality Control Order, and which Indian Standard and scheme apply
- We arrange the Authorised Indian Representative (AIR) the BIS rules require for foreign manufacturers
- Testing in BIS-recognised labs in India, factory inspection support (ISI / FMCS) and filing on the BIS portal
- Your licence or registration in place before the goods land, so your buyer's shipment clears customs
Importing into India — Indian importers
- Check before you place the order: will this product clear Indian customs without BIS?
- The licence must be held by the actual manufacturer for its own factory — we coordinate the certification with your overseas supplier
- For CRS electronics, a major importer or distributor with a marketing tie-up can act as the AIR when the manufacturer has no Indian office
- Avoid goods stuck at the port: shipments that land after a QCO takes effect must already be certified and marked

| 制度 | Foreign Manufacturers Certification Scheme (FMCS) - ISI mark (Scheme-I) | Compulsory Registration Scheme (CRS) - Standard Mark with R-number (Scheme-II) | Scheme-X certification (used by some recent QCOs, e.g. low-voltage switchgear) |
|---|---|---|---|
| 対象 | Products named in a QCO that requires the ISI mark under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018, for example steel products, toys, footwear, cables, many household electrical appliances, helmets and pressure-cooker items. Check the product and its Indian Standard (IS) on the BIS list 'Products under Compulsory Certification - Scheme I'. | Electronics and IT goods named in the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, as amended (for example mobile phones, laptops and tablets, power adaptors and chargers, power banks, TVs, CCTV equipment, LED lamps and luminaires, and portable lithium cells and batteries). Solar PV goods under the MNRE order are also covered. Check the BIS 'Scheme II - Registration Scheme' list. | Products whose QCO names Scheme-X of Schedule-II of the BIS (Conformity Assessment) Regulations. BIS's Scheme-X FAQ applies it to low-voltage switchgear and controlgear, such as circuit-breakers and switches, under the Electrical Equipment (Quality Control) Order, 2020. A broader Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, which would also have used this route, was withdrawn by the Ministry of Heavy Industries (notification date 16 January 2026). |
| 製品表示 | ISI mark (Standard Mark) with the IS number and the licence number (CM/L-...) shown on the product and/or its packaging. | BIS Standard Mark (the registration mark) with the IS number above it and the registration number 'R-XXXXXXXX' below it. Put it on the product and/or packaging, with a reference to the BIS website (www.bis.gov.in). Devices with a built-in screen may also show the mark electronically (e-labelling), but the packaging still needs a physical label. | Standard Mark on the product and its package. If marking the product is not possible, the mark goes on the test certificate. |
| 工場審査 | Yes. BIS officers inspect the overseas factory before grant and during surveillance. BIS treats all FMCS visits as special visits; the applicant pays per-man-day charges plus travel, visa, insurance and per-diem costs. | Not normally required for grant. Since February 2026 the regulations list Scheme-II as a scheme 'without any assessment at site'. Conformity rests on the lab test report and the manufacturer's self-declaration, followed by market surveillance. | Yes, BIS visits the manufacturing premises before grant. |
| 試験 | Samples drawn during inspection may only be tested in BIS's own labs or BIS-recognised labs. The applicant ships them to the lab and pays the testing charges. The factory must also have its own testing facilities, or arrangements approved by BIS, to run the routine testing plan. | Only BIS-recognised laboratories, listed per product and standard on the BIS/CRS website, can test for registration. Under the CRS FAQ the report must be no older than 90 days when the application is submitted. | BIS-recognised laboratories only. |
| インド代理人 | Mandatory. The AIR must be an Indian resident: preferably the head or a senior person of the manufacturer's Indian branch or liaison office, or another legally appointed person if there is no such office. The AIR accepts responsibility for compliance with the BIS Act, is named on the licence, must appear before BIS when required, must help BIS draw samples from imported consignments, must have no conflict of interest with testing labs, and can normally represent only one manufacturer (related group companies and importers are an exception). BIS must be told before any change of AIR. | Required for foreign manufacturers (Form-IV in Scheme-II). In order of preference, the AIR is: the manufacturer's Indian liaison office, subsidiary or branch; or, if there is none, the brand owner or trademark user's office in India; or, if neither exists, a major importer or distributor with a marketing tie-up. The AIR signs a notarised affidavit-cum-undertaking accepting liability for compliance and BIS dues, countersigns applications and renewals, and must have no conflict of interest with BIS-recognised labs. | For foreign manufacturers BIS points to the FMCS route, which requires an Authorised Indian Representative. |
| 有効期間 | Under the BIS (Conformity Assessment) Amendment Regulations, 2026 (in the Gazette on 25 February 2026), a Scheme-I licence is granted initially for up to five years and can be renewed for up to five years at a time. Fees are now paid every year in advance with a production statement. If they are late, the licence is automatically suspended for 90 days (this can be cleared by paying with a INR 5,000 late fee) and is then cancelled. Older BIS FMCS pages still mention an initial two-year period; the 2026 regulation replaces that. | Under the 2026 amendment to Scheme-II, a registration is granted initially for up to five years and can be renewed for up to five years. Apply for renewal three months before expiry. The same annual fee, production statement and automatic suspension rules as Scheme-I apply. Older CRS pages still say registrations are valid for two years. | Granted initially for up to five years and renewable for up to five years (2026 amendment). The earlier FAQ figure of three to six years is out of date. |
手続きの流れ
Foreign Manufacturers Certification Scheme (FMCS) - ISI mark (Scheme-I)
- 1.Identify the Indian Standard and QCO that cover the product, and check the product's varieties against that standard.
- 2.Nominate an Authorised Indian Representative (AIR) who lives in India, using the BIS nomination format.
- 3.Prepare the document set from the BIS FMCS checklist, including recent test reports showing the product meets the Indian Standard.
- 4.Apply online on the Manakonline portal and pay the application fee. BIS stopped accepting paper applications after 31 May 2026.
- 5.BIS records the application, then BIS officers inspect the overseas factory. The applicant pays all visit costs.
- 6.Samples drawn during the inspection are sealed and sent to BIS labs or BIS-recognised labs in India for independent testing, at the applicant's cost.
- 7.If the inspection and test results are satisfactory, BIS grants the licence. The licensee accepts the Scheme of Testing and Inspection (STI) and the marking-fee rate, signs the BIS agreement and submits a performance bank guarantee.
- 8.Apply the ISI mark only to goods covered by the licence, run the in-factory testing plan, pay annual fees with a production statement, and expect BIS surveillance inspections and market samples.
BIS fee list for FMCS (same as for domestic manufacturers; non-SAARC applicants pay the USD equivalent): application fee INR 1,000 (non-refundable); special visit charges INR 7,000 per man-day, plus ticket, visa, insurance and per-diem costs at BIS rates; contingency fund payment INR 10,000; testing charges as applicable; annual licence fee INR 1,000; renewal application fee INR 1,000; marking fee as applicable to the product. Bank charges and exchange-rate differences are on the applicant. Performance bank guarantee: up to USD 10,000 on the BIS format, issued by a bank with an RBI-approved branch in India and routed through that branch.
Compulsory Registration Scheme (CRS) - Standard Mark with R-number (Scheme-II)
- 1.Confirm that the product and model fall within the Order and identify the applicable Indian Standard.
- 2.Send samples to a BIS-recognised laboratory, listed on the BIS website, and get a test report against the Indian Standard. A report from the manufacturer's own lab or from an overseas lab such as a CB/CE/UL test lab is not accepted.
- 3.Foreign applicants nominate an Authorised Indian Representative. The AIR signs a notarised affidavit-cum-undertaking on Indian stamp paper.
- 4.Apply online with the test report, the undertaking that the product conforms, affidavits, brand details and the fee. Each product needs its own application, and each brand needs its own application unless the brand owner is the same.
- 5.BIS checks the application and test report, raises any queries online and grants the registration, issuing the R-number licence document.
- 6.Mark the products, notify BIS of any changes, add new models by paying the inclusion fee (with lab validation or test reports), and pay annual fees. BIS can test samples taken from the market or from goods in transit.
Scheme-II fees in the BIS (Conformity Assessment) Amendment Regulations, 2026: application fee INR 1,000; annual licence fee INR 1,000; renewal application fee INR 1,000; processing fee INR 25,000 per application, payable yearly in advance; INR 20,000 for each extra test report; INR 30,000 per application to add new models or extend scope; INR 5,000 per service request (for example a change of name, address, management, Indian representative or contact details). Surveillance sample and testing costs are paid by the licensee. Lab testing fees are charged separately by the lab. The concessions for micro and small enterprises and start-ups apply to Indian MSMEs as defined in Indian law.
Scheme-X certification (used by some recent QCOs, e.g. low-voltage switchgear)
- 1.Check the QCO and Indian Standard (for example IS/IEC 60947-2 for AC circuit-breakers). Separate licences are needed for different product standards and for each manufacturing premises.
- 2.Foreign manufacturers apply through BIS's FMCS route, with an Indian representative.
- 3.BIS visits the manufacturing premises to assess infrastructure, in-process controls and quality controls.
- 4.Products and accessories are tested at BIS-recognised labs (listed on lims.bis.gov.in). The complete test sequence must be done at the same lab.
- 5.BIS grants the licence; fees are paid annually in advance with a production statement.

よくあるミスを避けるために
- Get the licence or registration before goods are shipped. For imports, India applies the rules by the date the goods land, so consignments arriving after a QCO takes effect must already be certified and marked.
- Each licence is tied to one factory address and one product or Indian Standard. A second factory, a different standard, or (for CRS) a different brand owner needs its own application. Licences cannot be transferred, and moving the factory means stopping use of the mark and telling BIS.
- A licence from one brand's or supplier's factory does not cover goods made elsewhere. For CRS, test reports supplied by a trader or supplier are not accepted; the actual manufacturer must hold the registration.
- Marking must match the licence exactly: the Standard Mark with the IS number and licence or R-number, product details, and (for CRS) a reference to the BIS website. Do not mark models outside the licence scope.
- The Authorised Indian Representative carries legal liability and must stay in place for the whole life of the licence. Changing the AIR needs advance notice to BIS and, for CRS, a fee.
- From February 2026 fees are payable every year in advance with a production statement. Missing the due date suspends the licence automatically and can lead to cancellation, so track due dates.
- Indian Standards are revised over time. Licensees must move to new editions by the dates BIS sets; for example, electronics registrations were moved to IS/IEC 62368-1:2023.
- Many QCOs are amended, deferred, suspended or withdrawn. In 2025-2026 India rescinded dozens of chemical, polymer, fibre and non-ferrous metal QCOs, withdrew the machinery omnibus order (January 2026), and temporarily suspended some others. Check the current BIS list and the gazette before planning shipments.
- For FMCS, budget for the cost and lead time of BIS officers travelling to the factory, and for shipping samples to labs in India. Certification is not complete until the agreement and bank guarantee are in place.
BIS certification for India — questions and answers
Which products need BIS certification to be imported into India?
Products covered by a Quality Control Order (QCO). They include steel products, toys, footwear, cables, many household electrical appliances, helmets, pressure cookers, and electronics and IT goods such as mobile phones, laptops, chargers, power banks, TVs, CCTV, LED lamps and lithium batteries, plus solar PV goods. BIS publishes the current lists for Scheme-I (ISI mark) and Scheme-II (CRS). Send us your product through the form and we confirm the exact standard and scheme.
Can an Indian importer take the BIS licence instead of the foreign manufacturer?
No. A BIS licence or CRS registration is granted to the actual manufacturer for a specific factory and product. An importer cannot use a licence from another factory, and for CRS, test reports from a trader are not accepted. The importer's role is to make sure the supplier is certified before shipping. For CRS, an importer or distributor with a marketing tie-up can act as the manufacturer's Authorised Indian Representative.
What is an Authorised Indian Representative (AIR)?
An Indian resident nominated by the foreign manufacturer who accepts legal responsibility for compliance with the BIS Act, is named on the licence or registration, and must stay in place for the whole life of the licence. Every foreign manufacturer needs one.
What is the difference between the ISI mark (FMCS) and CRS registration?
Under FMCS (Scheme-I), BIS officers inspect the overseas factory before granting an ISI-mark licence. Under CRS (Scheme-II), used for electronics and IT goods, registration is based on a test report from a BIS-recognised lab in India and the manufacturer's declaration, normally without a factory visit. The product then carries the BIS Standard Mark with an R-number.
How long does BIS certification take?
BIS says an FMCS licence is generally granted within about six months of receiving a complete application. For CRS, the BIS portal gives about 20 working days for grant once the application is complete, plus the lab testing time. Complete documents are the biggest factor in speed.
What happens if goods arrive in India without BIS certification?
Customs will not clear products covered by a QCO unless they carry a valid BIS mark and licence or registration. The rules apply by the date the goods land, so consignments arriving after a QCO takes effect must already be certified and marked.
Are there yearly BIS fees?
Yes. From February 2026, licence fees are paid every year in advance with a production statement. Missing the due date suspends the licence automatically and can lead to cancellation. We track due dates and renewals for our clients.
How do I start?
Fill in the BIS enquiry form on this page with your product, factory location and number of models. Our BIS team replies in writing within 2 working days with the scheme, standard, document list and a fixed quote.
